Guesthouses and bungalows (KBLI 55199): the third lodging license in Bali
Not a villa, not a homestay: the code for a house let by the day and marketed online, and for the bungalow and cottage.
The 55199 standard: guesthouse, bungalow, cottage, motel
Between the villa and the family homestay sits a third category that covers much of what is let in Bali by the night: the guesthouse, the bungalow, the cottage. They share one code, 55199, and one standard in Permenpar 6/2025.

What the code covers
The standard covers lodging not in codes 55191 to 55194 — bungalows, cottages and the like, including motels and guesthouses (Permenpar 6/2025 Lampiran I, KBLI 55199, item 1). Its three named types:
| Type | Definition | Source |
|---|---|---|
| Guesthouse (rumah wisata) | daily accommodation in a house let to tourists, marketed online and/or offline | Permenpar 6/2025 Lampiran I, KBLI 55199, item 2(c) |
| Bungalow | one or more single-story houses or huts with traditional architecture, low roofs and wide verandas | Permenpar 6/2025 Lampiran I, KBLI 55199, item 2(d) |
| Motel | rooms let daily or for at least 6 hours, with parking integrated into the building and food and drink, along a main road | Permenpar 6/2025 Lampiran I, KBLI 55199, item 2(e) |

The guesthouse definition is the one that reads most like a house let through a booking platform. It is the only one of the three whose definition mentions online marketing, and the only one that adds periodic activity reports to the obligations. Which code fits a given house is for the license application, not for us; the point is that “villa” is not the only door. The villa standard. The homestay standard.
What the owner must have
The obligations are a health-worthiness certificate (SLS), periodic activity reports, and a self-assessment document (Permenpar 6/2025 Lampiran I, KBLI 55199, item 6(a)-(c)). The self-assessment runs on the same headings as the villa’s — facilities with clear ownership status of the premises, staff insurance, health information, organization and SOPs. An operator that chooses certification also meets wastewater treatment with routine testing, and communications equipment, among others (Permenpar 6/2025 Lampiran I, KBLI 55199, items 6(d), 6.1).
The SLS is issued by the Health Ministry or the regency or city health office after an environmental-health inspection (Permenpar 6/2025 Lampiran I, KBLI 55193, item 2(i)). The national rule on the standard certificate — due within 1 year of the business license being verified (Permenpar 6/2025 art. 5(2)), except for certain medium-low-risk activities, as the laws and regulations provide (Permenpar 6/2025 art. 5(3)) — applies to this code as to the others; the standard itself does not say which exemption, if any, covers it.
The zone still decides
A lodging license sits on the basic requirements an inspector checks first: the spatial-use conformity (KKPR), environmental approval, and the building approval (PBG) with its certificate of function (SLF) (Permenpar 6/2025 art. 10(6)). A house in a rural settlement or farmland zone does not become a guesthouse by registering the code. In Badung, accommodation on food-crop land is allowed only only conditionally, in limited form, integrated with its surroundings (Badung Perda 4/2025 art. 92(2)(b)); in Gianyar, housing on food-crop land is only existing residents' housing, not new development or construction (Gianyar Perda 2/2023 art. 67(2)(d)(1)). Checking a plot’s zoning.
The certified guesthouse, item by item
The certification criteria describe the product as a safe, clean house with good ventilation and light, check-in and check-out facilities, bedrooms with lockable doors and secured windows, clean bathrooms, a shared area and a working kitchen (Permenpar 6/2025 Lampiran I, KBLI 55199, item 6.3.1); the services as online and/or offline booking, check-in and check-out, recording guest identity, cash or cashless payment, house rules, hygienic food and drink, guest security, disaster response and complaint handling (Permenpar 6/2025 Lampiran I, KBLI 55199, item 6.3.2); and staff competent in running a guesthouse, bungalow or motel, upgrading skills, communicating well, and applying tourism-awareness values (Permenpar 6/2025 Lampiran I, KBLI 55199, item 6.2). The facilities list also asks for a place or area for worship with its equipment (Permenpar 6/2025 Lampiran I, KBLI 55199, item 6.1(h)).
Two items on that list matter beyond certification. Recording guest identity is the same duty the homestay standard spells out alongside reporting foreign guests (Permenpar 6/2025 Lampiran I, KBLI 55130, item 6.3.2(b)-(d)); and lockable bedroom doors and a working kitchen describe a house let in rooms or whole, which is why the code fits the Bali “guesthouse with a pool” as often as the backpacker inn. Our reading.
The code is open to homestay (55130), youth hostel (55191), camping (55192), villa (55193) and other short-term accommodation (55199): micro, small and medium only (PP 28/2025 Lampiran I.L, KBLI 55130-55199) — the same scale limit as the villa code, so it is not a route for a foreign-owned company either. Supervision and sanctions follow the national regulation (Permenpar 6/2025 art. 12(3)), and the regional hotel tax reaches it as it reaches any lodging (Law 1/2022 (HKPD) art. 53(1)). Supervision and sanctions.

Questions on this page
What KBLI code is a guesthouse in Bali?
KBLI 55199, other short-term accommodation, which covers guesthouses (rumah wisata), bungalows, cottages and motels (Permenpar 6/2025 Lampiran I, KBLI 55199, items 1-2). It is medium-low risk and open to micro, small and medium businesses (PP 28/2025 Lampiran I.L).
Is a house I rent out on Airbnb a villa or a guesthouse?
The standards draw the line by what is let: a villa is the letting of a whole building (KBLI 55193); a guesthouse is daily accommodation in a house let to tourists and marketed online or offline (KBLI 55199, item 2(c)); a pondok wisata is part of a house the owner lives in (KBLI 55130). Which fits a given house is a classification question for the license; the definitions overlap, and we do not settle it here.
What does a guesthouse license require?
A health-worthiness certificate (SLS), periodic activity reports, and a self-assessment of facilities, staff, production and management (item 6(a)-(c)).
What is a bungalow under Indonesian tourism rules?
One or more single-story houses or huts with traditional architecture, low roofs and wide verandas (item 2(d)).
