KKPR, PKKPR and the RDTR: how the State confirms what a Bali plot may carry
The zoning map is a picture of the plan. The document that answers the question for a particular plot and a particular use is the KKPR — and its form depends on one fact.
KKPR, KKKPR, PKKPR, RDTR, GISTARU: eleven terms for one question
“Is the zoning right?” is the most-asked question about a Bali plot, and the answer has a legal form. The regency spatial plan sets the zones; the detailed plan refines them parcel by parcel; and a KKPR is the document that says whether a particular activity fits. The table sorts out the acronyms.

Two routes, decided by whether an RDTR exists
A KKPR is conformity between a planned use of space and the spatial plan (PP 21/2021 art. 1(17)). For business activity it comes as a confirmation or an approval (PP 21/2021 art. 101(2)), and which one depends on a single fact about the location.
Where there is an RDTR: a confirmation
A confirmation is a document confirming conformity with the detailed spatial plan (RDTR) (PP 21/2021 art. 1(18)). It is processed through OSS in three steps — registration, assessment of the proposal against the RDTR, issue — and issued at most 1 day from registration or payment of the fee (PP 21/2021 art. 105). The speed is the point: the RDTR has already decided what the parcel may carry, so the confirmation checks the proposal against it.
Where there is not: an approval (PKKPR)
An approval is a document confirming conformity with a spatial plan other than an RDTR (PP 21/2021 art. 1(19)), and it is used where no RDTR yet exists at the location (PP 21/2021 art. 106(1)). It is decided on a tiered study of the regency plan, the provincial plan and the national plans, with a land technical consideration (PP 21/2021 art. 108(2)). That is a judgment rather than a lookup, and it is where the regency spatial plan’s zone rules — the coverage caps, the conditional uses — do their work.
What goes in, and what comes out
The application carries coordinates, land area needed, land-control information, business type, planned stories and floor area (PP 21/2021 art. 104(1)). A confirmation states the location, the type of use, the KDB, the KLB, the building rules and the conditions (PP 21/2021 art. 104(2)).
Read those two lists as a buyer. Everything a listing leaves vague — how many stories, how much of the plot, what use — is exactly what the KKPR pins down. A seller who has a KKPR for the plot, or a PBG issued on one, has an answer on paper; a seller who talks about “pink zone” has a description. What comes after the KKPR: PBG and SLF.
Maps, plans and the document that decides
The land ministry publishes spatial plans on a web map, GISTARU, and that is where most people start. A map is a view of the plan. The regency plan’s own text shows why it cannot be the last word: Badung’s tourism-zone intensity may be higher or lower, on a technical study, a spatial-planning forum recommendation or the detailed plan (RDTR) (Badung Perda 4/2025 art. 96(e)). The answer for a specific activity on a specific parcel is the KKPR.
We have not found Badung’s RDTRs in the national legal database, and Badung’s own legal database was unreachable when we tried, so this site gives the regency plan’s rules and no parcel-level answers. The regency plan, zone by zone. The island-wide rules above it.
Before you pay for a plot: four zoning questions
1. Is there an RDTR for this location?
If yes, the answer is a confirmation away. If no, it is an approval — a judgment.
2. Does the seller hold a KKPR, or a PBG issued on one?
Either puts the permitted use and intensity on paper.
3. Does the KKPR’s KDB and KLB fit what you plan to build?
Multiply the coverage by the plot. That is the largest footprint.
4. Whose activity is it?
A KKPR belongs to an activity and its actor, and a business license is applied for only after the KKPR is obtained (PP 21/2021 art. 100(2)). If a company will run the villa, the company applies.

Does a buyer need a KKPR?
A KKPR is tied to an activity. For business, the license is applied for only after the KKPR is obtained (PP 21/2021 art. 100(2)). If the plan is to build or run accommodation, whoever will carry out that activity needs it. For a buyer the useful point is earlier: the same assessment tells you whether the plot can carry what you intend to put on it.
