What counts as a tourism business
The by-law lists attractions, tourism areas, transport, travel, food and drink, accommodation, entertainment, MICE, information, consultancy, guiding, water tourism, spa and health tourism (Bali Perda 5/2020 art. 11(1)). Each must hold a tourism business registration (TDUP) and meet the tourism business standard (Bali Perda 5/2020 art. 11(5)), and meet security, safety and health standards (Bali Perda 5/2020 art. 11(3)). The TDUP was the tourism registration of the pre-2021 system; under risk-based licensing the national document is the NIB with its standard certificate (PP 28/2025 art. 131(1)-(2)). How the by-law’s TDUP duty reads now is our open question, not one the by-law answers. The national villa standard.
The standards the province adds

| Principles | Tri Hita Karana and Sad Kerthi local wisdom, protection of nature and culture, community economic empowerment, safety standards, and sustainability | Bali Perda 5/2020 art. 24 |
Marketing staff are held to a standard of their own: integrity and ethics, understanding of Balinese cultural tourism products, and communication suited to the market (Bali Perda 5/2020 art. 15(2)). And commercial photo or video documentation of Balinese cultural tourism needs the consent of the custodian, oral or written (Bali Perda 5/2020 art. 29) — relevant to any villa marketing shot at a temple or ceremony.
Sources in the table's last column. The service standard applies from the moment a tourist enters Bali to the moment they leave (art. 13(7)).
The Bali One-Door Tourism Portal
Every tourism service business in Bali that sells to others online and offline must register with the Bali One-Door Tourism Portal (Bali Perda 5/2020 art. 27(1)); business-to-business sales and information exchange must go through the portal (Bali Perda 5/2020 art. 27(2)); and the portal may not sell directly to tourists (Bali Perda 5/2020 art. 27(4)). The details are left to a governor's regulation (Bali Perda 5/2020 arts. 26(3), 27(6)), which we have not read.
Put together with the national rules, a villa let to tourists in Bali answers to this list:

| Provincial service standard | Including Balinese traditional dress | Bali Perda 5/2020 art. 13(6) |
For a buyer of a villa sold as an operating rental, this is one more document to ask for: the portal registration, alongside the NIB, the standard certificate and the regional tax registration. National supervision and sanctions. The villa rental tax.
Sanctions, and who can complain
Anyone may take part in enforcing the by-law, in writing to the provincial tourism office, as suggestions, reports or complaints (Bali Perda 5/2020 art. 32(4)-(5)) — in practice, a neighbor or a banjar unhappy with an unregistered rental has a written channel. Administrative sanctions are written warning, temporary or permanent stop of the business, temporary or permanent revocation of the license, and/or an administrative fine (Bali Perda 5/2020 art. 35(2)). The criminal provision also lists breaches of arts. 11(5), 13(6) and 27(1), among others (Bali Perda 5/2020 art. 37(1)); we do not print its penalties, which were written before the 2023 Criminal Code. The by-law was promulgated on 9 July 2020 (Bali Perda 5/2020, promulgation block) and replaced Bali Perda 2/2012 on Balinese cultural tourism, and the provincial by-laws on water tourism, travel agencies and guides (Bali Perda 5/2020 art. 39).
